As you know (as you've used it!) we have a form for suggesting new bodies at:

You can suggest public bodies using that form if they're subject to
FOI or not, if they're not subject to any access to information
legislation but we think they should be we'll add them.

Do explain in the notes field what you understand the body's position
is in relation to access to information law eg. if you think it's
subject to the Environmental Information Regulations but not FOI, and
what you think the position should be.

Some of the reasons we might take into account when considering if a
body really is a public body which should be subject to access to
information laws include if it:

* makes public appointments
* receives substantial public funding
* controls public assets
* has a regulatory function
* controls significant national infrastructure
* distributes public funds

It's not always clear cut, especially "receives substantial public
funding" as we don't generally add those contracting to, or providing
services, to the public sector. (We don't list BMW even though they
receive lots of public money as a result of supplying cars to the
police for example).

When we add bodies which are not subject to access to information laws
we are doing it as part of some activist lobbying seeking to get the
scope of the law extended to cover them.

Dear Peter,

I have read your detailed letter and attachments. I agree entirely with all of the comments and assertions.   

Personally, I now have absolutely no confidence in the Metropolitan police in anything to do with Tower Ham.  Xaxsxaxsmore.  And there is also an extremely serious London-wide policing problem.

It was clear before, during and after the Election Court that the Met and the Electoral Commission were both primarily concerned with managing their own reputations and actually in undermining the case rather dealing with their deficiencies and doing their duty enforcing the law impartially, without fear or favour.

It is an appalling situation!

When the    Enquiry Team was appointed, I was warned by honest people with police links that there was danger of a cover-up.  I hoped for the best.

The Met
has also misled the public by implying that the Crown Prosecution Service had decided not to prosecute.  This not true.

It is now clear that the Met never sent a proper report to the CPS, that it was the police not the CPS who decided to drop everything and astonishingly that senior officers never even bothered to properly read the Election Court judgement. I confirm that the 20 willing witnesses, details of whom I gave to the Met in June 2015, were (I now learn), never subsequently approached by the police. 

Neither did the police ask for further details of allegedly corrupt land deals, a multi-million pound fraud and the alleged abuse of council resources  to sell Class 1 drugs, after I personally gave Sir Bernard Hogan-Howe a dossier of redacted allegations. 

The situation in Tower Hamlets is at such a level of crisis that there is effectively no policing in the borough. The police are not seen as part of the solution - they are seen as part of the problem.

I have concluded that if, as I am told, there are similar problems across London, the Metropolitan Police Service should be abolished and replaced by a new London Police Service firmly based on the Police Assignation. The present Met Commissioner should be replaced at the earliest opportunity.

You were the only local politician to consistently support the election petition and your record of legitimate criticism is second to none. While we do not agree about party politics, when we work together, power has had to answer to the people.

It should be noted that Sir  Eric Pickles is the only national politician who "grasped the nettle".  The rest turned a blind eye.

Thank you for making the request but it is obvious that the Met bosses will not agree because the Met does not want to know. 

What I do know is that over time, everything will be exposed and the people will show no mercy towards those in authority who have misled us over the years.

I strongly commend your weighty letter and support the cross- political campaign for justice and the truth.

The good people of Tower Hamlets are closely watching every development.
