Cost of proof

I was wondering how much it costs Tower Hamlets everytime people have to prove something? As the documents have to be photocopied and verified.

The thing is that their records will show that someone is a resident of the borough. They should have a single system for proof like the banks have.

I can use more than one service at the bank just by providing proof once but yet the council wants my documents for everytime I want to use a new service.
