Shops security system

Tower Hamlets have decided to put money down the drain by protecting shop keepers. One of the big things is that they should be paying for it and not the LAP. Mind you some shop keepers don't get much customers and a lot of shops in Tower Hamlets are run by stupid people.

I can't stand most shop keepers in Tower Hamlets.
